    A dogs body temperature is 101-102 degrees, if it rises to 106 degrees dogs can suffer brain damage and death.

  • Call the White County Building Permit & Inspection Department 706-865-6496 the day before you want us to come do the inspection. You will need to know your 5 digit permit number and which inspection you need. The permit number is located on your yellow job card and the building permit that was given to you at the time of purchasing the permit.

  • An inspection is required at various stages of the construction process. It depends on what you are building.

    For example, on a residential new home the first inspection would be a footing inspection before any concrete is poured. If a slab is involved, any plumbing and/or electric installed under a slab would also need inspecting before concrete is poured. A slab or basement wall inspection is needed before rough-in. The next inspection would be a rough-in which includes framing, plumbing, electrical, HVAC, and gas systems before any drywall is installed. This inspection also includes fireplaces. An insulation inspection is needed before drywall. Between this inspection and the final, a Temporary to Permanent Power inspection is required to get permanent power on the structure. Lastly, a final inspection is needed where framing, plumbing, electrical, HVAC, driveway and culvert pipe, house number, landscaping, and soil erosion measures are to be completed. White County will issue a Certificate of Occupancy when approvals from all inspections and requirements have been met.

Building Permits

  • Yes, however, the structure must comply with all current residential building codes, and pass all inspections so that a Certificate of Occupancy is obtainable at the end of the building and inspection process. As of June 5th, 2023, the minimum size requirement is 672 square feet of heated space. If you have further questions please call the Building Department at 706-865-6496.**STORAGE BUILDINGS DO NOT CONFORM TO RESIDENTIAL BUILDING CODE AND CANNOT BE USED AS A RESIDENTIAL DWELLING.

  • A valid building or mobile home permit is required for the issuance of an address. Vacant property is not addressed within White County. Because addresses are assigned based on house location, the County requires that the driveway be staked out or cut in, and house location be staked out prior to the issuance of an address. White County does not address lots with only storage buildings or pole sheds on them. The general time frame of address issuance is within 1 to 2 weeks of your building permit being issued to you. The 911 Mapper will email you your new address to the email address you listed on your permit application.

  • Each one of us relies on the safety of the structures that surround us in our everyday living. Building codes provide safeguards and even though no code can eliminate all risks, reducing them to an acceptable level provides for a better living environment. Other advantages would include helping to prevent instant slums, establishing a means of property assessments, lower insurance rates, improving state and federal grant applications, and satisfying the requirements of the water conservation act.

  • We do not require them for Residential New Homes, or Accessory Structures.

    Georgia law requires architect or engineer stamped drawings on all group A (Assembly), group E (Education), and on all commercial buildings 5,000 square feet or more in area.

    A plat of the property is needed for this meeting.

  • If you intend to build, enlarge, alter, repair, move, or change a building or structure, and/or to install alter, repair, or replace any part of the electrical, gas, plumbing, or HVAC systems then a permit is required. Other specific items would include but are not limited to manufactured homes, decks, covered porches, storage buildings, pole barns, R.V. roof overs and awnings, etc. Permits are NOT needed for new shingles on a roof, roof repair, house demolition, fences, or free standing retaining walls that are unattached to a house.

    YOU WILL NEED A COPY OF THE RECORDED PLAT FOR ALL PERMIT APPLICATION SUBMITTALS

  • White County Building Permit & Inspection Office 706-865-6496. Please read the following.

    General White County Information: Minimum acreage requirement in White County is one acre per dwelling. There is no age limit in White County regarding moving mobile homes into the county. There are no “conformity” requirements regarding the outside appearance of a used mobile home. A road permit to transport a mobile home is not required by White County, but a Mobile Home Permit is required to place/set-up a mobile home in White County.

    There is a $500 inspection fee for any used mobile home coming into the county from outside of White County. This is to make sure the home is up to livable standards and required codes before entering White County. The Building Inspector has the right to decide if a home is currently located outside of reasonable traveling distance from White County. Other arrangements may be pursued by the applicant as to where a feasible inspection location would be to bring the home closer to White County for the inspection before taking it to its final lot location.     A Mobile Home Permit application packet can be obtained at the Building Permit and Inspection Office.

    For a Mobile Home, there are 2 inspections needed.

    1st= Set-Up Inspection

    This inspection will be conducted after the footing has been poured, ties downs installed, HVAC ductwork installed, septic/plumbing tie-in completed, electrical service installed and ready for power, however no skirting can be installed. No permanent electric service until final inspection is completed.

    2nd- Final Inspection

    This inspection will be conducted after all final grading work is complete, all decks/porches installed and structure is ready to move into. Permanent electrical service will be given upon passing final inspection.

    A Certificate of Occupancy will only be issued after the final inspection has been approved, and only at that time is the structure to be occupied.

Elections & Registration

  • If you are a registered voter and do not have a Georgia driver’s license or Georgia identification card, you can receive a free Georgia Voter Identification Card. In order to receive your free Georgia Voter Identification Card, you will need to present a document confirming your identity to your County Voter Registrar which includes the following:

    • your full legal name and date of birth;
    • and/or your full legal name and residential address.

     

    You can use your voter identification card for voting purposes only.

  • When the Motor Voter Law went into effect, the Secretary of State set up six other alternative locations to register to vote:

    • Department of Driver Services (when renewing your driver's license)
    • Mail-in Applications
    • Department of Human Resources (Health Department or Department of Family and Children's Services)
    • State-funded offices for the physically disabled
    • Recruitment Offices
    • Public Libraries

  • If you meet the following qualifications, you can register at any of the locations shown or click on the link below to register online. To register to vote you must:

    • Be a citizen of the United States Be
    • A legal resident of the county
    • Be at least 17½ years of age (at least 18 to vote)
    • Not be serving a sentence for conviction of a felony involving moral turpitude
  • Board meetings are held on the first Monday of every month at 9:00 am in the Voter Registrars Office which is located at the White County Mauney Building at 1241 Helen Hwy, Cleveland, 30528. These meeting are open to the public. 

     

  • The main location for voter registration in White County is the Office of Registrar, located in the Allen Mauney Building on Hwy 75 North, in front of the White County Sheriff's Office.

  • Any resident 17½ years old or older may receive an application from an organization, political party or individual who has requested blank forms from our office or from the office of the Secretary of State. The organizations, political parties or individuals distributing these forms may not accept them back once they are filled out. Fire Safety

  • Men and women 18 years old and older are welcome to submit an application. All applicants are subject to a background check and you must be capable of strenuous physical work.

  • Our application is located under County Services - Job Opportunities. Once completed, submit to the Board of Commissioner’s Administration building located at 1235 Helen Hwy (behind the Senior Center).

  • Burn permits for yard debris is no longer required.  For commercial and agricultural burning, contact the Georgia Forestry Commission at 877-652-2876.

  • Your ISO rating is 4/4X.

I missed the time to file an answer; can I file a late answer?

  • The law allows late answers in certain types of cases and within certain time periods when cost to open the default is paid at the time of the answer being filed.

Magistrate Court

  • Certain procedures and conditions must be met before filing criminal charges. Please visit our deposit account fraud page for more information.

  • The Superior and Magistrate Courts provide several options for protective and restraining orders. These restraining order include, family violence, stalking, bond conditions, and good behavior. For more information about the filling process and fees please see our restraining order form.

  • Please visit Georgia Legal Aid or the Enotah Judicial Circuit Public Defender for legal aid resources.

  • The Magistrate Court is responsible for criminal and civil cases. Please use our Civil Claims and Criminal Warrants guidelines to find out more information about filling a claim.

  • Filing fees differ depending on the claim type. Please review our filing fees document for more information.

Magistrate Division

  • No.

  • An attorney is not required. However; it is strongly encouraged to seek counsel due to the court being unable to answer legal questions or give any legal advice.

  • File a garnishment or Fifa.

  • This depends upon your contract or applicable state law. Before a dispossessory can be filed you must give the defendant a specific date and time to vacate.

  • In the majority of cases, a default judgment will be issued without a court hearing.

     

  • A response is made by the defendant to a lawsuit and must be filed within the time limit given on the summons. The answer is made in writing and should be notarized or orally given in person to the Clerk of Court’s office.

Public Works

  • For your safety and the safety and welfare of the Road Crews, please do not stop them while they are working to question them about anything they are doing, not doing or problems you wish to discuss. This could be dangerous since they need to keep their attention focused on the equipment they are running and the jobs they are performing. Call us at the Road Dept. to ask any questions and we’ll get you the answers and attention you need immediately.

  • If you have a question regarding a State Highway you should call the local Ga. Department of Transportation at 706-348-4848.

  • It is our responsibility to maintain the “county maintained” roads and right-of-ways thereof. Routinely you’ll find us mowing right-of-way, grading and ditching gravel roads, placing gravel on unpaved roads as needed, clearing stopped up culverts, installing or replacing culverts to solve drainage problems, patching damaged portions of paved roads, replacing missing traffic and road name signs, making repairs to bridges, removing trash from right-of-ways, removing fallen trees, and preparing unpaved roads for paving. Our jobs are too many to mention them all. If you have a question regarding something you think may be our responsibility, please call us. The general public is our “eyes” and “ears”. Please don’t hesitate to call and let us know your concerns. It is quite possible we’ve not received a report for a particular problem and you are the only one who knows that the problem exists.

  • Road Crews Work 7:30AM-4:00PM, Mon-Fri

  • If you have a “road emergency” after our regular operating hours that threatens the safety of lives or property, you should call 706-865-0911 and tell the dispatcher the nature of the emergency so she or he can notify Road Dept. “on-call” personnel immediately. For non-emergency problems, you may leave a message on our answer machine for us to retrieve the next morning.

Recording Division

  • The online application can be obtained by logging on to www.gsccca.org Once completed and witnessed, bring the application to the Clerk of Court for the notaries oath and certificate. A processing fee of $37.00 is payable by cash or personal check. All applicants must complete and pass the online notary training certification and bring the compete certificate with your application to the clerk.  

     
  • Business Licenses are processed through the Board of Commissioners at 706-865-2235 or City Hall if within municipal jurisdiction.

  • The Clerk of Court is the recorder and custodian of all the land records in White County. See cost schedule for appropriate fee. Copies may be obtained in person or by mail but most have location identifying information for retrieval, such as book and page number or name and date of recording. Cost must be paid up front and, if request is by mail, a self addressed stamped envelope must be provided.

  • Marriage Licenses are processed through the Probate Court at 706-865-4141.

     

  • The online application (DS-11) can be obtained by logging on to www.travel.state.gov or a form is provided at the Clerk of Court’s office. Once completed, bring the application along with a certified birth certificate, 1 passport photo, the appropriate processing fees and proper government picture identification.

     
  • All property transfers require preparation of a new deed. We strongly recommend you consult an attorney to aid you. All deeds must be notarized and witnessed properly. This office does not provide any forms, and all transfers must be accompanied by a PT-61 form. The PT-61 is a e-filing and must be completed on the www.gsccca.org website and a copy presented with the transfer. All deeds and real estate instruments require a blank 3’’ top margin for recording purposes. If your deed does not meet this requirement, a cover sheet can be obtained by clicking here (link here).

  • Yes.  The website indexes web pages as well as PDFs, Microsoft Office documents, and text documents.

  • No.  By default, the search results will show matches for any word within the phrase.  In this example, you would receive results for all web pages and documents that contained either the word alarm or the word permit or both.

    In order to search on an exact phrase, enclose your search phrase in quotations.  The search results for "alarm permit" will show matches for that exact phrase.

  • Yes.   You can exclude words by using the minus sign (-).   In order to find the results of all pages that have alarm in the result but not permit, you would search for alarm -permit.

  • The White County Sheriff's Office cannot issue a Temporary Protective Order, or TPO. 

    To obtain a TPO, the petitioner must start the process with the Clerk's Office. If the petitioner has previously reported any Domestic Violence incidents, it will help to have the report number(s), or copies of the report(s), available. After completing the paperwork in the Clerk's Office, the petitioner will be seen by a judge, who will either approve or deny the request for the order.

    Once the TPO is granted it is sent to the Sheriff's Office, at which point the Sheriff's Office will attempt to serve it. There are no costs associated with getting a TPO.

    The TPO must be obtained in the county where the perpetrator lives. The petitioner will need the perpetrators valid physical address to be properly served with the TPO. The Sheriff's Office does not, nor does the Clerk's Office, have the resources to locate an address for the petition.

Superior Court

  • To apply for a state-provided attorney in a criminal case, contact the Public Defender’s Office. Qualified individuals will be assigned an attorney from the Public Defender’s Office or from the “conflict” attorneys list. Parties to juvenile cases may also be eligible for an appointed attorney and should contact the Juvenile Court for more information. Attorneys are not provided for civil actions.

  • For filing information, contact the White County Clerk of Courts Office. However, please note that the Judge’s office and Clerk’s office are prohibited from providing legal advice of any kind.

  • Hearings in pending legal actions may be scheduled by contacting the judicial secretary of the judge assigned to your case. Typically, only matters that are already filed and pending before the court may be scheduled for a hearing. Certain notification requirements and statutory timelines may also apply and must be considered when scheduling a hearing.

  • Superior Court Judges and their staff are prohibited from any ex parte communications regarding cases. The judge and the judge’s staff are further prohibited from providing legal advice of any kind. This means that the judge and his or her staff cannot answer any questions or discuss any aspect of a legal matter except for communications required for the scheduling and management of the court calendar or as otherwise specifically authorized by law.

Superior Court Criminal Division

  • Please contact the District Attorney’s office at (706) 865-3306 relating to this matter.

     

  • Once a court order releasing the funds is filed, checks are issued by the Clerk of Superior Court at the end of every month and will be mailed at that time.

  • You will be notified of all court dates by mail unless your appearance bond/citation indicates a court date. It is important to keep the Clerk’s Office updated with your current mailing address at all times. NO changes may be made over the phone. They must all be submitted in writing.

Tax Assessor

  • Yes, all business owners should report their business personal property assets each year, regardless of value. Boat owners and Aircraft owners should report their assets each year also.

  • Yes. Whenever a filing deadline falls on a Saturday, Sunday or holiday, taxpayers have until the next business day to apply.

  • You may submit appeals digitally during the appeal period through our qPublic website. Click HERE to visit that site.

     

  • No. The Assessor’s Office is responsible for determining the value of your property. Tax bills are generated and collected by the White County Tax Commissioner and can be paid at the White County Tax Commissioner’s Office located at 113 N. Brooks St., Cleveland, GA 30528.

  • No, once you apply for homestead it remains on your property record until changes are made in the ownership. If you file any deed which changes the name/names of property owners on your homesteaded property, please review your assessment notice carefully to confirm that your homestead exemption remained in place. Or, if you are making changes in ownership, you may contact our office for further instructions.

  • No. If the Fair Market Value of ALL business assets and any boats, motors and aircraft located in White County is below $7,500 then the assets are exempt from personal property tax.

  • White County offers Level 1 Freeport only. Please contact our office for more information on how to qualify for Freeport Exemption.

  • The Assessors Office will send an Annual Notice of Assessment each year, to each property owner in White County. This notice will have your property’s identifying information, the appraised value and the assessed value. It will also have an estimate of taxes owed for that year.

  • The Assessors Office determines property value using three approaches and local market information:

    The Cost Approach: 
    This approach is based on the local market estimate of what it would cost to replace or reproduce your structures, minus depreciation, plus your land value.

    The Sales Approach: 
    Your property is valued based on local sales of like properties.

    The Income Approach: 
    Your property is valued based on the amount of income it produces.

  • A taxpayer may qualify for homestead exemption if he or she resides in White County as a permanent resident and is not receiving homestead exemption on any other home in any other county or state. Beginning at age 62, the exemption may be increased if a taxpayer meets certain criteria based on age and income. Please contact our office, or read more about homestead exemption here.

  • Yes. Each year when you receive your Annual Notice of Assessment you may make an appeal within 45 days of the date on the notice. The appeal deadline will also be printed on your notice each year. You can find appeal forms under Resources & Forms on our page. You must state your opinion of value for your appeal to be valid.

  • No.  Recreational Vehicles and Campers are tagged vehicles in the State of Georgia and are considered personal property. Only real property can be homesteaded.

  • Yes, if it is your primary residence and you are not claiming homestead on any other property.

  • The date of assessment in Georgia is January 1st each year. Any changes to your property after the date of assessment will be reflected in the following tax year.

  • No. Once the 45 day appeal period has ended, you have waived your right to appeal for that tax year.
